2017 Key Legislative Accomplishments

SB 1 (Nelson) The Texas Budget (LINK TO BUDGET PRESS RELEASE)

 

SB 2 (Bettencourt) Property Tax Reform and Relief – Texans pay the sixth highest property taxes in the nation and the high rates are taxing people out of their homes and hampering business growth. This must change.

SB 3 (L.Taylor) — School Choice: Creates comprehensive school choice for all parents.
PASSED IN THE TEXAS SENATE; DID NOT PASS THE TEXAS HOUSE

 

SB 4 (Perry) — Banning Sanctuary Cities: No city in Texas should be allowed to ignore the law. We will end this practice once and for all this session.

 

SB 5 (Huffman) — Photo Voter ID: Nothing is more critical to our democracy than the integrity of the voting process. Photo Voter ID is essential.

 

SB 6: (Kolkhorst) — Texas Privacy Act: A majority of Texans in both political parties and in every ethnic and demographic group believe that women and girls should have privacy and safety in their restrooms, showers and locker rooms. Unfortunately, legislation is necessary to ensure that they do.

SB 7 (Bettencourt) — Action Against Improper Student-Teacher Relationships: With the rapid increase in the number of inappropriate teacher-student relationships, legislation is needed to strengthen the reporting and training requirements, and establish appropriate penalties. Priority must be given to protecting our students at every level of the school system.

 

SB 8 (Schwertner) Pre-Born Protection and Dignity Act: Protects the dignity and sanctity of life by increasing criminal penalties for buying or selling human fetal tissue, among other protections, bans partial birth abortion in Texas, and prohibits dismemberment abortion on a living, unborn child.

 

SB 9: (Hancock) Spending Cap: We will continue to fight to strengthen the state spending limit so our government lives within its means.

SB 10 (Hancock) Hailstorm Lawsuit Reform: Reins in the hailstorm lawsuit abuse that is damaging local economies around our state.
PASSED INTO LAW AS HB 1774

 

SB 11 (Schwertner) DFPS Child Protection: Protects Texas children by enhancing investigations to reduce abuse and neglect and ensure child safety, addressing access to appropriate treatment and placement options, improving foster care contract oversight and accountability, and enhancing foster care redesign.

 

SB 12: (West) — Protective Vests for Police: Ensures that the safety of police officers across the state is a top priority by helping provide police with protective vests capable of stopping high-caliber bullets.

 

SB 13: (Huffman) — Ending State Collection of Union Dues: Ensures that state tax dollars are not used to support the collection of union dues.

SB 14: (V.Taylor) Ethics Reform: Strengthens Texas ethics laws, and ensures government officials and employees are held to high standards that inspire the public’s confidence in a transparent and ethically principled government.

  • Prohibition on Retirement Benefits for Elected Official Felons passed as SB 500
  • Additional Public Disclosures for Elected Officials & Candidates passed as HB 501
  • Banning Legislators Turned Lobbyists from Making Contributions from Their Campaign Account passed as HB 505

 

SB 15 (Huffines) First Responder Property Tax Relief: Creates a homestead tax exemption for the surviving spouse of a first responder killed in the line of duty; includes spouses of previously deceased responders.

 

SB 16 (Nichols, Huffman) License to Carry Fee Reform: SB 16 will continue to support 2nd Amendment rights by making lawful carry more affordable for the average law abiding citizen.  Texas currently has one of the highest License to Carry fees in the country but this law will make it one of the lowest cost states.

 

SB 17 (Nelson) Franchise Tax Reduction: Phases out the franchise tax by reducing franchise tax rates as revenue is available in coming biennium.

SB 18: (Seliger) Ending Hidden Tuition Tax: Repeals the requirement that public institutions of higher education set aside 15% of designated tuition for student financial assistance.
PASSED IN THE TEXAS SENATE; DID NOT PASS THE TEXAS HOUSE

 

SB 19: (Seliger) — Tuition Freeze: The state has increased funding for higher education, but tuition and fees have continued to rise. Taxpayers must be assured they are getting a quality education at a cost they can afford. SB 19 will prevent tuition and fees from continuing to outpace what hardworking Texans earn.

SB 20: (L.Taylor) Pro-Life Insurance Act: Protects Texans from being forced to pay for someone else’s decision to end an innocent life by prohibiting certain health care plans from providing coverage for abortion other than in a medical emergency.

SB 21 (Birdwell) — Article V Convention of States: A call for an Article V “Convention of States” to limit the power of the federal government.

 

SB 22: (L.Taylor) — Workforce Partnerships in Technology Early College High School (P-TECH): By targeting workforce-ready partnerships between K-12, higher education and industry, we will continue to improve our workforce and prepare students to be successful in today’s competitive and rapidly changing economy.

 

SB 23: E-Verify Citizenship – Requires state contractors to use e-verify when hiring new employees.
PASSED IN THE TEXAS SENATE; DID NOT PASS THE TEXAS HOUSE

  • SB 312 and HB 1818: Prohibit TxDOT and Railroad Commission from awarding contracts to a contractor or subcontractor unless they participate in the E-verify program.

 

SB 24: (Huffman) Sermon Safeguard: Protects the most fundamental First Amendment religious liberty rights by protecting pastors from forced testimony and shielding sermons from government subpoena power.

 

SB 25: (Creighton) Preventing Wrongful Birth Lawsuits: Amends Title 4, Texas Civil Practice and Remedies Code, Chapter 71, to eliminate the cause of action known as “Wrongful Birth.”

SB 26: (Estes) Texas Emissions Reduction Plan: Uses existing state revenues to provide financial incentives for state agencies, counties, cities, universities, and school districts to convert or replace vehicles to models that use less-polluting alternative fuels. It also expands a program that provides state grants to build alternative fueling stations.
PASSED INTO LAW AS SB 1731.

 

SB 27: (Campbell) — Help for Texas Heroes Act: Our veterans deserve the very best care that we can offer. Senate Bill 27 helps provide that by building on the success of the Military Veteran Peer Network. The addition of veteran-focused professionals exclusively dedicated to providing clinical interventions for veterans and their families, will increase access to mental health services, and provide critical support to veterans.

 

SB 28: (Creighton) — Support for Texas Ports: In order for Texas to remain the number one exporting state we must continue to enhance connectivity to ports and invest in port infrastructure.

 

SB 29: (Creighton) — Blocking Discriminatory Trade Practices Against Israel: Texas stands strong with Israel and will not tolerate businesses that encourage boycotting our ally. SB 29 blocks discriminatory trade practices against Israel.
PASSED INTO LAW AS HB 89.

 

SB 30: Education and Inform — Community Safety Act: SB 30 directs the State Board of Education and the TX Commission on Law Enforcement to partner in developing instruction for high school students and law enforcement officers on the proper interaction between the public and law enforcement. This bill is designed to provide a framework for discussion to improve relations and respect between law enforcement and the public
